Project Description

The Silvertown Tunnel scheme involves the construction of a twin bore road tunnel providing a new connection between the A102 Blackwall Tunnel Approach on Greenwich Peninsula and the Tidal Basin roundabout junction on the A1020 Lower Lea Crossing/Silvertown Way. The Silvertown Tunnel would be approximately 1.4km long and would be able to accommodate large vehicles including double-deck buses. It would include a dedicated bus, coach and goods vehicle lane, which would enable TfL to provide additional cross-river bus routes.

The proposed scheme will have associated ground movements caused by both shallow and deep excavations and Tunnel Boring Machine operations and potentially from localised lowering of the water table.

LBA Role

LBA were engaged by TfL prior to the award of the tunnelling contract to act as a Consultant to provide monitoring strategies for 5 third party assets which were identified to be at risk of influence from ground movement. LBA were tasked with providing asset specific monitoring strategies for each asset.

Each report had to be written to be acceptable to each of the differing stakeholders, addressing the minimum period of time required to obtain the baseline data for each asset with the indicative monitoring systems described, allowing for expansion and enhancement to accommodate any alternative methods of construction or deviations to the Reference Design proposed by the eventually appointed Construction Contractor.

 The strategies identified the criticality of the Baseline monitoring to the project programme and as a result, the scope of LBA work was revised to produce performance based Baseline Monitoring plans for each asset to form the basis of initial negotiations with the stakeholders and to form the basis for their procurement:

  • A1011 Silvertown Way (London Borough of Newham, LBN)
  • DLRL Emirates Air Line (EAL) Cable car
  • DLRL railway, viaduct and embankment.
  • Southern Gas Networks (SGN) disused Gas Holder.
  • Southern Gas Networks (SGN) retaining wall.
